PUBLIC NOTICE NOTICE is hereby given, pursuant to Article IV, Section 21 (D) (1) of the Louisiana Constitution, that Cleco Power LLC ("Cleco Power"), an electric public utility supplying retail electric service to approximately 290,000 customers in twenty-four parishes in the State of Louisiana through its retail business and supplying wholesale power in the States of Louisiana and Mississippi, has filed with the Louisiana Public Service Commission (the LPSC") an Application for: (i) Authorization to Implement Rate Reductions resulting from the Tax Cuts and Jobs Act of 2017; (ii) Authorization to Modify Certain Tariffs in connection with such Rate Reductions; (iii) Authorization to Implement Residential Base Revenue Decoupling; and (iv) Expedited Treatment (the "Application"), docketed as LPSC Docket No U-35049. The twenty-four parishes through which Cleco Power's service area extends includes: Acadia, Allen, Avoyelles, Beauregard, Calcasieu Catahoula, Desoto, Evangeline, Grant, Iberia, Jefferson Davis, LaSalle Natchitoches, Rapides, Red River, Sabine, St. Landry, St. Martin, St. Mary St. Tammany, Tangipahoa, Vermilion, Vernon and Washington. The filing was published in the LPSC's Official Bulletin dated February 8 2019. The proposed rate change will affect all parishes served by Cleco Power. Cleco Power is requesting a restructuring of its Residential Service Tariff, which will provide the majority of its lower usage residential customers a larger benefit than its higher usage residential customers. Cleco Power further is requesting decoupling of residential base revenue from residential energy consumption, in order to moderate volatility in residential customer billings.
